I have the honour to report that on the forenoon
of 4th July, Mr. Tam Lai ting, General Li Fook Lam's confidential agent, managed to get onboard H.H.S."ROBIN" and sent word asking me for an interview.
As this was the first opportuɛity we had had of getting into direct touch with any Chinese I went down
and saw him onboard "RUBIN".
At first he appearedto be very nervous but soon became quite confident. The gist of his information
was as follows: -
The moderate Cantonese were going to
(1) Quet in Ham Nine, Liao Ching Hoi and Ku
Yuing fan (ex Minister of finance)
(2) Get rid of all the Soviet Russians.
He Han Min had been "degraded" to Foreign Minister from Governor and Aoting Generalissimo and they would cast him by the peaceful means of "loss of face" because they did not trust him. Liao Ching Hoi would be teld in 3 days' time to "get out or get under". It was not expected that fighting would be necessary, but if so, he had possibly the assistance of the "hampon Omdeta and was organising Labour Corps to help him but
could be dealt with.
The Merchants were allagainst the present state of affairs bat could do nothing for the moment.
